Park Rules and Regulations All Santa Monica Mountains Conservancy parkland is operated by the Mountains Recreation and Conservation Authority (MRCA) under the MRCA Park Ordinance. Most parks have park specific rules and regulations. When entering an area, you are responsible for complying with the rules that apply.
