Baldwin Hills Regional Conservation Authority Baldwin Hills Regional Conservation Authority The Santa Monica Mountains Conservancy joined the County of Los Angeles to form the Baldwin Hills Regional Conservation Authority (BHRCA). The mission of BHRCA is to acquire, expand and improve open space within the Baldwin Hills and Ballona Creek, and other natural and recreational areas in the Second Supervisorial District of the County of Los Angeles. The Conservancy is able to apply its vast expertise in land acquisition and preservation in assisting the County of Los Angeles in creating much-needed recreational areas in the heart of Los Angeles. The long-range goals of BHRCA and other agencies involved in the planning and acquisition process of the Baldwin Hills is to create a large-scale premium urban park. Board Members Hon. Holly J.
