With assistance from the California Resources Agency, the Santa Monica Mountains Conservancy (SMMC), in conjunction with the Rivers and Mountains Conservancy (RMC), jointly developed a Watershed and Open Space Plan for the San Gabriel and Los Angeles Rivers entitled Common Ground, from the Mountains to the Sea. The SMMC and RMC adopted the Watershed and Open Space Plan at a joint meeting on October 17, 2001.
